It's time: why?

My Why

  1. Community policing to all contract communities and ensure their concerns are being heard and addressed.
  2. A plan to work with our rural school districts to get funding for a  needed second School Resource Officer, which will provide better coverage and safety to our outlying schools.
  3. Begin to evaluate Latah Counties Facility Strategic plan for a much-needed new jail facility.  I will explain why this should have been looked at and discussed years ago along with the estimated upcoming costs to the taxpayers to build or not build a new facility. 
  4. Work on getting a drug canine to help get illegal dangerous drugs out of our rural communities.
  5. Continue to sit as a member of the Latah County Specialty Drug Court team.
  6. Work on providing the avenue for Latah County Sheriff’s Office to have their own Forensic Detective to enhance the sheriff's office capabilities to extract evidence from all digital devices in criminal cases.

2) Led during the unprecedented COVID 19 time in history (Good and Bad)

3) Led through the De-fund the police era

4) Taught a Leadership in Policing class at the University of Idaho

5) Vice Chair of the Idaho Police Officers Standards and Training Council

6) Chair of the POST Council Hearing Board

7) Previous Vice Chair of the Troy School Board

8) Served on the State School Safety and Security Board

9) Served on the Governors Opioid Advisory Board

EFFECTIVE MANAGEMENT OF LAW ENFORCEMENT AGENCY

1) Oversaw and wrote an approximate 7.6 million dollar police budget

2) Reviewed and updated Moscow Police Department policies and procedures yearly

3) Disciplined and held a high ethical standard of all employee’s

4) Helped to ensure new officers are trained to the highest level

5) Ensured high liability training such as Emergency Vehicle Operations, Firearms Training and Law Updates were completed yearly.

6) Brought in Constitutional training to the Moscow Police Department

About James fry

I have been a resident of Latah County since 1989 when I attended the University of Idaho (U of I).  I met my wife, Julie Fry, at U of I.  We were married in 1991 and have raised 4 children, ages 24-31.  I received my Bachelor of Science Degree from the U of I in Criminal Justice in 1994 and my Masters of Education in Curriculum and Instruction in 2013. I have been in Law Enforcement for 29 years and 8 years as the Chief of Police for the Moscow Police Department.  I attended the 275th session of the FBI National Academy in 2019.  

What else is there to know about me? I love God, Family, American Values, hiking, camping, fishing, hunting, shooting archery and most of all spending time with my family and friends.
